Not a lot is known about Diego, but that he is one of the Mendez brothers and you'll have to do missions for him and his brother at some point in the game.

 

 Laura Shrub? It certainly looks like her. Take a look at this image comparing her appearance in 1986 to her appearance in 1984. Laura Shrub was the wife of congressman, Alex Shrub, in GTA: Vice City.
