5 sections; 'vehicles', 'weapons', 'location', 'missions' and 'other'.
Vehicles
San Andeas' private jet plane, Shamal, will be flyable as the PSPs first plane. Jet-skis will be around to make sea transport that little bit more enjoyable. A range of Helicopters can be flown. A number of new cars and bikes will be included, along with abiding vehicles from previous games - bikes will apparently handle better than before, sporting a better grip. Vehicle explosions have been refreshed, and now not only consist of a ring of fire, but also of hissing fire jets and individual parts flying around. More vehicles will appear on screen. And clumping, where vehicles of the same kind appear, will happen less.
Weapons
A new rocket launcher will feature, but it is unknown whether it will replace the old one.
Binoculars can be obtained by Vic. And many weapons from past games can be spotted in the screenshots; Baseball Bat, Pistol, Silenced 9MM, Molotov Cocktails, etc.
Location
VCS is said to be "much, much bigger than Vice City". There are a few cool new features, including a fun-fair with a Ferris wheel named the "Chunder wheel", which you can ride in first-person view,
new gangs, and more authentic 'poor' neighbourhoods (slums). Also, some landmarks that are around in 1986 have yet to be fully constructed, much like in LCS, and certain parts of the city are very differential.

Missions
The "A to B" type mission structure has been dropped and the missions are now, "more varied, dynamic and action-packed than before with multiple ways to tackle them by land, sea or air." There will be roughly 70 storyline missions in the game and lots of side missions, too, including golf at Leaf Links, and building your own empire of businesses around Vice City.
Other
New weather effects have been planned, which may include hurricanes.
Vic can swim the waters of VC. 
New fighting ability features, including combo attacks, like in San Andreas, and the capability to grapple with other characters whilst unarmed
Multiplayer mode similar to LCS'.
Vic will have a pager instead of a cell phone for jobs, as there were few around at the time of 1984.
VCS will feature more interiors than its predecessors
'Trip skips' make another return (If you get wasted/ busted during a mission, a taxi will spawn nearby, with a large arrow above it, and drive you back to the location where you received the mission for small fee)
The developers promise VCS will feature a more intelligent targeting system, which avoids you from shooting at civilians during large enemy engagements.
