Well, released early at least. GTAForums member, TheDude5000, had everyone in agony earlier as he held back the photos, but now they're out and looking very believable. The 'leaked' copy is French, and there have been a number of reports on many others being sold early in France.
In other news, CVG revealed that Phil Collins will be a playable character for the multiplayer mode in VCS, and gaming site, Kotaku, posted a small preview listing the "Secrets of VCS", which you can read at this address.

IGN has posted yet another Vice City Stories preview, this time detailing the music aspect of the game. The preview delivers a good perception of the radio stations as well as track listings. There is also one new screenshot (accompanied by a bunch of revamped ones) to go along with it. Be sure to read it here.

PSM3 issue #81 is out in the shops today, and inside is the third review of Vice City Stories. They gave the game a rating of 91/100. Unfortunately no scans are available, as of now, so it is unclear whether there is any new information or screenshots.
Also, I've replaced a few of the artwork pieces in the artwork gallery with higher quality versions, such as this one of Vic and Lance:
