Playstation World Magazine have what's said to be the first review of GTA: Vice City Stories. It's 8 pages in length. No scans are available at the moment and there are apparently no new screenshots, here's three snippets:
"Finally agreeing to give him 'one chance', Vic gets in the car. "You won't regret it it baby," insists Lance, incorrectly, as within seconds the pair come under attack from the deadly Cholos gang. With Lance at the wheel and Vic hanging out of the passenger window wielding a firearm, it's a classic bit of GTA violence with no shortage of bullet-ridden bodies, exploding vehicles and sorry pedestrians squished all over the tarmac. It's not the last time Lance gets his brother into trouble..."
"...plenty of 'new' landmarks to look out for too, such as the fully usable Chunder Wheel fairground ride (as in yes, you can hurl your guts out on it)."
"Thanks to his army training, Vic is a pretty robust character, able to jump off tall buildings without shattering his ankles on the hard pavement below. Likewise he knows his way round an armoury, picking enemies off with a sniper rifle or casually decimating them with a machine gun. In short, the perfect GTA character."

UGO.com are the latest to post their hands-on preview of Vice City Stories. There is one new detail which stands out:
"...In the middle of the carnage, we managed to pop a red balloon nearby, calling up a message reading 1 of 99 red balloons found. Get it? Oh '80s humor! "
Sounds to me like the 100 hidden packages have been replaced by 99 red balloons, with reference to the '80s classic "99 luftballoons" - Nena (which was played on Wave 103 in GTA: Vice City). Unfortunately, there are no new screenshots, but it's definitely a good read.

Respected video games website, Games Radar, have published a very cool article on Vice City Stories' side missions, which gives us lots of new details. The article also contains one new screenshot and another one or two digital versions of previously seen screenshots, such as one of the Chunder Wheel.
New Details:
The Chunder Wheel is part of a fully working fairground complete with a bunch of rides for you to leap in and enjoy. You can ride it with a set of binoculars to get a high-eyes view of the city.
Washington Beach offers some Baywatch-inspired challenges, that see you saving lives instead of ending them. Use your swimming skills to wade out and rescue hapless beach-goers who find themselves caught in dangerous waters, with the added bonus that continued wet work permanently boosts Vic's stamina.
Rampages are back!
Phil Cassidy's Gun Range challenge is again playable.
Buy paying a bribe when you are 'Busted!' or 'Wasted!' you can get your weapons back!
